Not so simple.
One of the names of God, which, quite often, is Absolute... The point here is that God is a Perfect Doer, so to speak, absolute, maximally harmonious and correct. Naturally, such a doer can only create, create.
But here, too, there are conditions. It is possible to create something, and not to destroy anything, only in emptiness. There is nothing else yet. As soon as material objects appear, even the firmament, even the earth, even the water, any creation in this place automatically implies destruction.
And the Absolute, by definition, cannot destroy, it can only create. As soon as he destroys something, he ceases to be the Absolute.
Accordingly, God cannot act in the material world by definition. In our world with you, only an agent of a lower level can perform active actions. Everything is according to the Universal Law of Structure.
This is where everything is laid out in its place. God created the material world in emptiness, without destroying anything, fully meeting his maximum level, but that's all next steps the management of this space is performed by the Lord God, an agent of a high, but not the highest, level.
