Example: let's say if a citizen graduated from college, in the line "education" spelled "secondary vocational", and in "profession, profession» writes "Economic Security", that is, the one indicated in the certificate of training.

If, however, a citizen graduated from a university or academy, then the line is filled in depending on studying programs(higher - bachelor's / master's degree, higher - specialist).

And, as in the previous example, the profession written in the diploma fits in - for example "legal support of national security".

There is an opinion that, in addition, the title should also indicate qualification employee.

But this opinion is still debatable, the title page needs to be changed so that the number of disagreements decreases.

In the certificates of training issued in different years, the wording also differs, because they were and will be conducted in complementarity with legal norms in force at the time of their issuance.

For most words "qualification" and "speciality" are identical.

Often, instead of the name of the specialty, the title page records the qualification assigned to the university graduate (for example, instead of the specialty "legal advisor" indicate qualifications "lawyer").

4) higher education - training of highly qualified personnel - is confirmed by a diploma of completion of postgraduate studies (adjuncture), residency, assistantship-internship.

Thus, an entry about education in the work book must be made on the basis of a diploma. As it is written, so it should be written. For instance:

  • higher - bachelor's degree;
  • higher - specialty;
  • higher - magistracy;
  • higher - training of highly qualified personnel.

If the diploma was received by the employee before the changes in the legislation on education and the introduction of vocational education levels came into force, then it is necessary to write in the work book as indicated in the corresponding diploma. In particular, "higher". Do not confuse: earlier bachelor's, specialist's and master's programs were not levels of professional education, but stages of higher education (see paragraph 2 of article 6 of the Federal Law of August 22, 1996 No. 125-FZ “On Higher and Postgraduate Professional Education”, as amended valid until October 24, 2007). For employees with such diplomas, only the level of education without a stage is written - “higher” or “higher professional”.

Please note: if an employee has a new diploma, according to which he is a bachelor, then in the work book in the line "Education" indicate: "higher - bachelor's degree", and not "higher" or "bachelor's degree".

2. As for the line “Profession, specialty”, according to clause 2.1 of the Instruction, it is also filled in on the basis of documents on education, qualifications or special knowledge (when applying for a job requiring special knowledge or special training) or other properly executed documents.

Upon receipt of higher education, a qualification is awarded in a specialty or area of ​​​​training (clause 1 of the order of the Ministry of Education and Science of Russia dated September 12, 2013 No. 1061 “On approval of the lists of specialties and areas of training for higher education” (hereinafter - Order of the Ministry of Education and Science of Russia No. 1061), clause 5 of Art. 2, part 8, article 11, part 7, article 60 of the Law on Education). Moreover, not all diplomas indicate the profession and specialty. You will find it only in the diploma of a graduate of a specialty (Appendix No. 3 to the Order of the Ministry of Education and Science of Russia No. 1061). But in bachelor's and master's diplomas - the direction of training and qualifications (appendices No. 1 and 2 to the Order of the Ministry of Education and Science of Russia No. 1061). Therefore, if the education document does not contain information about the profession and specialty, then it is better not to fill out this line in the work book (see Examples 1 and 3).

And note that qualification and specialty are different categories. In the work book, in the line “Profession, specialty”, it would be more correct to enter exactly the specialty, and not the qualifications of the employee, although it is usually longer (see Example 2).

3. When raising the level of education, an entry in the work book is made at the request of the employee. It is not necessary to cross out the previously made entry; a new entry should be made separated by a comma on the basis of a master's diploma (clause 2.4 of the Instructions).

4. An entry on obtaining a scientific degree is not made in the work book. But information about the employee receiving a new education, profession or specialty must be recorded. After all, completing postgraduate studies (adjuncture, residency, assistantship-internship), the employee receives a new level of higher education (training of highly qualified personnel). In the line "Education" you can also make an entry about incomplete education, for example: "incomplete secondary vocational", "incomplete higher - bachelor's degree". Such an entry is made at the request of the employee upon presentation of a student card, a record book or a certificate from an educational organization about training or about the period of study (academic certificate) clause 2.1 of the Instructions.

Previously, students who started their studies at the university before October 27, 2007, interrupted it and never finished, were issued diplomas of incomplete higher education (with successful study for at least 2 years) paragraph 3 of Art. 6 of the Law of 08.22.96 No. 125-FZ (repealed); Letter of the Ministry of Education and Science dated April 21, 2008 No. YUS-232/03. If an employee brought such a diploma and asks to make an entry, then, despite the fact that the concept of incomplete education is no longer there and educational organizations no longer issue such documents, you still indicate “incomplete higher education” in the work book. After all, the entry must be made in accordance with the document confirming the training. clause 2.1 of the Instruction; sub. "b" clause 9 of the Rules.

Fill in the line "Profession, specialty"

The entry in this line you make based on and clause 2.1 of the Instruction; subparagraph "b" of clause 9 of the Rules; Part 1, , , 15 Art. 60 of Law No. 273-FZ:

  • <или>diploma of vocational education (diploma of secondary vocational education, bachelor's degree, specialist's diploma, etc.);

Copies of all documents on the education and training of the employee, on the basis of which you made entries in his work book, are best kept in his personal file.

Now graduates of educational institutions, upon completion of vocational education or vocational training, are assigned a certain qualification in the corresponding profession, specialty or area of ​​training. paragraph 5 of Art. 2, part 8 of Art. 11, part 1, art. 12 of Law No. 273-FZ. Therefore, in some diplomas, the profession and specialty are not given, but only the qualification is indicated (in particular, in the diploma of secondary vocational education and Appendix No. 1 to the Order of the Ministry of Education and Science dated 04.07.2013 No. 531) or only the direction of training and qualifications (for example, in bachelor's and master's degrees and applications No. 1, 5 to the Order of the Ministry of Education and Science dated 01.10.2013 No. 1100). In such cases, you can leave the line blank. It will also be empty for an employee who has studied only at school.

The name of the specialty in diplomas is usually longer than the name of the qualification. Graduates of universities can be awarded, for example, the qualification of "economist" in the specialty "finance and credit", the qualification of "systems engineer" in the specialty "software of computer technology and automated systems", etc. And therefore, many indicate qualifications in work books . However, it is correct to indicate the specialty sub. "b" clause 9 of the Rules; clause 2.1 of the Instruction; form of work book, approved. Decree of the Government of April 16, 2003 No. 225. The record of education must be supplemented at the request of the employee with an increase in the level of education, as well as in the presence of incomplete education pp. 2.1 , 2.4 Instructions. The entry about the profession and specialty is supplemented if, due to an increase in the level of education (or without such paragraph 14 of Art. 2, part 1, art. 73 of Law No. 273-FZ) the employee has acquired a new profession or specialty clause 2.4 of the Instructions.

To supplement the entry, after the existing entry (it is not necessary to cross it out), enter a new one separated by a comma on the basis of the relevant document (a link to the document itself is not needed) clause 2.4 of the Instructions.

If you need to make an entry in the lines "Education" and "Profession, specialty", and there is not enough space, then you can make an entry about training in the section "Information about work" clause 3.1 of the Instruction; sub. "b" paragraph 21 of the Rules(as - see below). But you do not need to sew in an insert for these purposes.

Information about training is entered in this section if an employee, while working in your company, graduated from an organization that has an educational license (for example, received a second higher education, completed courses, at a school for advanced training, for retraining, for personnel training) .   • in column 1 - the next serial number of the record;
  • in columns 2 and 3:

In general, it is mandatory to make “educational” entries in the work book only if the employee’s work requires special knowledge or special training. Art. 65 of the Labor Code of the Russian Federation; clause 2.1 of the Instruction; sub. "b" clause 9 of the Rules. But there should be no penalty for not entering such information in the work book. Since this circumstance does not violate the rights of the employee. After all, this is not information about work that is kept chronologically and subsequently necessary for the employee to confirm the length of service and receive a pension. Agree that you can make "educational" entries at any time. But inspectors from the labor inspectorate may think otherwise and be fined for the lack of "educational" information in the work book. So in Rostrud they believe that a fine in this case is possible.

If the employer did not make such entries in the work book on the basis of the documents brought by the employee, then in this case it is possible to bring the employer to administrative responsibility under Art. 5.27 of the Code of Administrative Offenses of the Russian Federation.

It seems that the failure to make such entries in the work book if the assigned work does not require special knowledge or special training, does not violate the rights and interests of the employee, and is not a violation of labor legislation. Every person who has an official job should have a work book. It is kept by the employer. But if a person has breaks between periods of work, then the document should be kept by him.

Why does a working person need a work book?

  1. It records the entire "labor" path of a particular person - from the first place of work to retirement. It indicates the movement by position, up the career ladder, and so on.
  2. This is a mandatory document that must be presented when applying for a job.
  3. When a working citizen decides to retire in old age, the work book will help him confirm the length of service necessary to receive a pension.
  4. It is needed to apply for a loan, to receive benefits, to confirm the status of the unemployed, and so on.

Therefore, the work book must be protected.

Not a single regulatory act states that a person is prohibited from having two or more work books. The form of the work book, its samples, the Rules for maintaining the agreed document, as well as the procedure for providing enterprises with letterheads with coverage of some points in the design of the work book, are spelled out in the following regulations:

  • Decree of the Government of the Russian Federation No. 225. This regulatory act spells out the practical rules for maintaining and accounting for work books, as well as the rules for storing them with the employer;
  • Decree of the Ministry of Labor of the Russian Federation No. 69. This is an instruction for the correct filling out of the document by the employer;

In addition to information about the length of service, about employers and personal information, information about the education of a person must be written in the worksheet. Enter education in the work book

The main education is indicated on the title page after personal data is entered. But it is important to understand exactly how to indicate the level of education. Until September 1, 2013, there was a slightly different gradation of levels in Russia. In accordance with the previous law "On Education", an instruction was developed on the reflection of these data. The personnel officer must adhere to it if the applicant for the position brings a document received before the entry into force of the new, current law.

Until 09/01/2013, the following formation existed:

  • after the end of nine classes - basic;
  • after the end of eleven classes - secondary;
  • after graduating from a professional lyceum, vocational school, training center, technical school, evening school - primary;
  • college or technical school: secondary again;
  • after graduating from a university, that is, an institute, university, academy - higher;
  • postgraduate (postgraduate studies, etc.).

After the adoption of the new law "On Education", which is still in force, the gradation of levels of education looks like this:

  • nine grades of the school provide a certificate of basic general education. So it is necessary to write it down in the work book if the employee has not received any more education;
  • eleven classes of the school guarantee a certificate of secondary general education, which is indicated as such;
  • vocational school or lyceum, college or technical school issue diplomas of secondary vocational education;
  • bachelors receive a full-fledged higher education (it is considered as basic) after four years of study at a university. They are given a diploma of higher education - a bachelor's degree;
  • masters study for two years after the bachelor's degree (a narrower area of ​​study) and receive a diploma of higher education - a master's degree;
  • specialists undergo a five-six-year training program, which ends with the issuance of a diploma of higher education - a specialist;
  • postgraduate studies, residency, assistantship-internship give the right to receive a diploma of higher education - the training of highly qualified personnel.

If the applicant for the position is still studying, that is, has an incomplete higher or secondary vocational education, then nothing can be indicated. It won't be a violation.

Change of education in the work book

In the course of his work, an employee can improve the level of education. For example, he had a vocational secondary, and he received a higher education. Therefore, in the work book it is necessary to change the entry.

You need to do it like this:

  • information about previous education does not need to be crossed out. A comma should be placed after the entry. That is, the education of a person has not gone away, it will go by enumeration;
  • fresh data is indicated after the decimal point. It is not necessary to make a link to the document on education here.

But if the information about education was initially entered incorrectly (for example, the details of a document confirming the receipt of education of a particular level were indicated), then this work book is recommended to be destroyed immediately. That is, when entering primary information about the employee, the employee of the personnel department made extra entries. It is better to destroy this book and start a new one.

If a work book with an incorrect entry has already been transferred to another organization to another employer, then it is recommended to act in accordance with the Instructions. The procedure is as follows:

  • an erroneous or incorrect entry must be crossed out with one line. Do not make it too oily, it is enough to draw a pen over the note once. You should not do this with a pencil;
  • after an erroneous and crossed out line, you need to indicate the correct education, focusing on the entry in the educational document;
  • on the cover of the work book, it is necessary to indicate the details of the educational document on the basis of which the corrective entry was made;
  • this entry is stamped by the employer with whom the latest entry was made, and also signed by the employee who is responsible for maintaining work books at this enterprise.

If the employee received a higher education before 09/01/2013, then the “higher professional” should be indicated in the work book without putting any dashes or hyphens.

If the document indicates that the education was received after September 2013, then based on the diploma, it should be indicated as follows:

  • higher education - bachelor's degree. A dash is used;
  • higher education - magistracy. You need to put a dash;
  • higher education is a specialty. The entry is made through a dash;
  • higher education - training of highly qualified personnel. A dash is used.

Employment book: secondary education

Secondary education must also be indicated correctly. Before the new law “On Education” came into force, the secondary education of an employee was indicated as follows:

  • average total. This meant that the employee completed only 11 classes;
  • secondary vocational. This meant that the employee had graduated from a vocational school, college, technical school or other educational institution providing such education.

After the reform of educational levels, nothing has changed in the work book. The record of secondary education is indicated in the same way as before September 2013.

Often, having a secondary education, an employee also has an additional one, confirmed by various certificates, certificates and other documents. That is, he is professionally fit to occupy a certain position.

The provision of a certificate is required only if the employee is employed in a position that implies the presence of special skills.

Employment book: education bachelor

Until 2013, there was no such academic degree as a bachelor's degree. It appeared after the educational reform. A bachelor is a person who has a higher basic education. To receive it, he must unlearn at the university for 4 years.

Previously, all students studied at higher educational institutions for 5 years and received a "specialist" degree. Now the student himself chooses how much he will study and what degree he will receive.

A bachelor's degree means that he has a higher education. If the education was received before 2013, then you just need to indicate “higher”. If the employee received a diploma after September 2013, then it is necessary to indicate what kind of higher education he has. It is done like this:

  • higher - bachelor. Be sure to put a dash, and not another punctuation mark;
  • higher - specialist, dash mandatory;
  • higher - master, a dash is also required.

Information about the degree of education is entered on the basis of a diploma, which reflects all the necessary information. In particular, the diploma indicates what specialty the person received. This specialty, if the applicant gets a job in it, must be indicated in the column "profession, specialty". For example, the applicant has a legal education and the qualification "legal adviser". You don't have to say it like that! In the work book it is worth indicating "lawyer".

The personnel officer responsible for making entries in the work book must follow the instructions clearly. Information about education is indicated on the title page after the full name of the employee and his date of birth.

When making a record of education, it is worth paying attention to when it was received. If before September 2013, then the gradation of steps was different. If after September 2013, the system of naming levels of education has changed somewhat.

You should not trust the words of the employee, you need to focus on the information that is indicated in the document on education. It is in it that the assigned level of education and qualifications are indicated.

If the errors are revealed after some time, when the employee no longer works for the “erroneous” employer, then the adjustments must be made correctly.
