The Regions Sobriety Rating - 2017 was prepared in order to provide the society, state authorities and local authorities with an independent and objective picture of the level of alcohol consumption and its consequences.

The objective of the study is to improve the effectiveness of state policy to reduce the abuse of alcoholic products, to prevent alcoholism among the population of the country, as well as to improve the regulation of the alcohol market, aimed at protecting the health of citizens of the Russian Federation.

Previously, similar ratings of sobriety of regions were prepared, presented and published two previous years: in 2015 and 2016. Therefore, today, thanks to the implementation of regular expert public monitoring of the state of regional anti-alcohol policy, it became possible for the first time to trace the three-year dynamics of “sobriety” of each of the regions of the Russian Federation in a systematic and unbiased manner. For the first time, the public is offered a unique socio-sociological study - a three-year monitoring of the dynamics of the "sobriety" of the regions for 2015-2017.

Today, human capital and the health of the nation are becoming the main guarantors of the sovereignty and national security of the Russian Federation. 4. A4: "Regional volume of all sold alcoholic beverages in liters of pure alcohol / data for 2016 /".
5. A5: "The number of offenses related to the illegal production and circulation of ethyl alcohol and alcoholic beverages (unit) / data for 2016 /".

The current "Regions Sobriety Rating - 2017" analyzed the sales volume of 12 types of alcoholic beverages, by analogy with the 2016 rating, but in contrast to the 2015 rating, which analyzed the sales of only 2 types (beer and vodka). For the second year in a row, the expert team, in order to increase objectivity and representativeness, took into account the volume of sales of all types of alcoholic beverages for which official statistics were available. Moreover, each of the types of alcoholic beverages was studied separately, and then was combined into one criterion A4 "Sale of alcoholic beverages in liters of pure alcohol per capita." In 2017, the volume of sales for the following types of alcoholic beverages was taken into account:
1. Vodka.
2. Liqueurs and spirits with an ethyl alcohol content of up to 25%.
3. Liqueurs and spirits with an ethyl alcohol content of over 25%, cognac and cognac drinks.
